PERANCANGAN IT MASTER PLAN PADA DINAS KOMUNIKASI DAN INFORMATIKA (DINKOMINFO) KABUPATEN CILACAP

DINKOMINFO has elements of implementing government affairs in the field of communication and informatics, government affairs in the field of coding, and government affairs in the field of statistics which are led by the Head of Service who is under and responsible to the Regent through the Regional Secretary. Every year the Department of Communications and Information Technology of Cilacap Regency must make a system to be implemented in the relevant Office, but the request for the system to be made is based on the will of the relevant leadership regardless of the ability of the resources that will use the system and also without looking at the problem as a whole. Many systems are not yet integrated because each system is not planned properly so that if the system is to be developed, the Department of Communication and Information of Cilacap Regency has difficulties and takes a long time in the integration process. The limitation of this research is to produce proposals for information technology used in the future and this research focuses on e-government. The purpose of this research is to design an IT master plan at the Department of Communication and Information, Cilacap Regency. The method used refers to the ward and papperd method in which there is a SWOT, PEST, CSF, and McFarland analysis. The results of this study are several proposals for implementing Smart City which includes Smart Economy, Smart Living, Smart Environment, Smart People, Smart Government and Smart Mobilty. The proposed information system is Poverty Alleviation SI, e-tax development, e-ticket, smart kir development, SIMBAJA development, MSME e-commerce, e-tourism, e-transportation, e-building, e-environment, development of integrated staffing applications, development of database center, digitization of village and sub-district government, development of digitizing public services, development of educational applications (e-education), development of government website portals.
