Abstract
Starting in 2019, the issue of moving the capital city is increasingly being discussed on all social media. Especially on Twitter social media, there are lots of comments and discussions from netizens to the #Ibukotabaru hashtag which became trending topic number 1 on Twitter. The proposal to move the Indonesian capital city from Jakarta to another location has been discussed since the presidency of Soekarno to Susilo Bambang Yudhoyono. The discourse on relocating Indonesia's capital city to East Kalimantan Province, to be precise, Penajam Paser Utara and Kutai Kartanegara Regencies, has several reasons, namely the overcrowding of the population on the island of Java, the economic contribution to the United Nations, the crisis of water availability, land conversion in Java dominates, the strategic East Kalimantan region, the region. The city is adjacent to cities that have developed earlier, namely Balikpapan City and Samarinda City. This research proposes a website-based system and the implementation of the Naive Bayes Classifier method to analyze sentiment towards government discourse on the website regarding the topic of relocating the Indonesian capital by classifying it into positive and negative. The purpose of this study is to determine public sentiment regarding relocating the capital city. The results of testing this application using Blackbox testing show that all features are running according to the expectations of the researcher without any errors in carrying out the functions of the website. The overall sentiment chart result value is 71.43% positive and 28.57% negative. Thus the sentiment from the community is more positive for the advancement of the Indonesian state. By conducting this sentiment analysis, it is hoped that the problems contained in the controversy over the topic of relocating the capital can be identified, so that it can be used as evaluation material for further purposes. The result of this research is that the researcher has succeeded in making a polling system application for moving the capital city for the Indonesian community based on a website.
