Abstract

PDAM Purbalingga has a functional organizational structure, namely the organizational structure based on the function of each part. From the data section and number of existing employees the number of employees who work enough so that employee election data for the process of promotion of less than the maximum and selection of employees based on necessary criteria. This is certainly experiencing obstacles in the field of human resource management, especially to do the selection of promotion must take time in the selection of employees who are suitable to be promoted in promotions. However, in the development of work system done in PDAM Purbalingga still manually so it must check one by one employee documents such as employee profile document, employee title document and employee training documents so it takes a long time and can be said is still far from goal, given the importance of effectiveness and efficiency in assessing employee performance for the promotion process. Therefore the existing calculation system will be updated using a decision support system to simplify and speed up the assessment process for promotion. In accordance with the regulations set by PDAM Purbalingga in conducting the promotion process, criteria consisting of test, experience, training, seniority and age are needed to determine who will be elected to fulfill the position in the process of determining the position a decision support system. The method used in this decision support system is Profile Matching Method. Profile Matching is the process of comparing individual competencies into job competencies so as to know the difference of competence (also called gap), the smaller the resulting gap the greater the value the greater the greater the opportunity for employees to occupy the position. The result of this process is a ranking that will be the basis of recommendations for decision makers for the selection of the best employees in the promotion process. With the ranking method is expected penilain will be faster and precise because it is based on predetermined criteria and weights, so that will get more precise results on the selection of the best employees for promotion.
